PIA vs ZoogVPN compares a large US provider built for big households with a small Greek one built around a free plan. Private Internet Access, owned by Kape, allows unlimited devices. Deloitte audited its no-logs policy in 2022, 2024 and December 2025, and the policy has held up in court more than once, Tom’s Guide notes. ZoogVPN, run by Zoog Services in Patras, has no public audit but offers 10 GB a month free and paid plans from about $2.49 a month.

PIA vs ZoogVPN on Devices
A router counts as one device on either.
PIA removed its device limit, TechAdvisor notes, so every phone, laptop, TV and console in a home fits on one plan. ZoogVPN allows 10 devices on paid plans in several reviews, though some list unlimited, and one device on its free plan.

Court cases test a policy under real legal pressure.
Deloitte checked PIA’s no-logs policy in 2022, its infrastructure in April 2024 and both again in December 2025, TechRepublic and PIA report. ZoogVPN has no public no-logs or infrastructure audit, findcheapvpns found in September 2026. Its Android app did pass Google Play’s independent security review, and its warrant canary was current to August.

ZoogVPN’s free plan gives 10 GB a month on one device, with ads on Android and AES-128 encryption rather than its paid AES-256. PIA has no free plan, only a seven-day trial through mobile app stores and 30 days for refunds on first purchases.
For an open-ended free option, ZoogVPN is the only choice here.
Torrent Tools
PIA’s SOCKS5 proxy can speed up a torrent client, though it adds no encryption. Its dedicated IP helps with sites that block shared VPN addresses.
Bind your torrent client to the VPN first.
PIA includes port forwarding, a SOCKS5 proxy and a token-based dedicated IP, which make it one of the better-equipped torrent VPNs. We found no port forwarding for ZoogVPN in our sources.
Torrent users and home-server owners should choose PIA.
Censorship Tools
Shadow and similar tools try to make VPN traffic look like ordinary web traffic.
At home, neither feature matters much.
ZoogVPN’s Shadow and ZoogTLS protocols target networks that block VPN traffic, findcheapvpns and listify note. PIA offers obfuscation in its Android app, our tables record.
For travel to filtered countries, ZoogVPN’s built-in tools are the more prominent feature.
Network and Price
PIA’s larger network also means more choice when a streaming service blocks one server.
A closer server usually means better speed.
PIA runs servers in 91 countries, one 2026 review counts, and starts around $2.03 a month on long plans. ZoogVPN’s network covers about 35 to 55 countries, and its two-year plan costs about $59.99.

Kill Switch and Privacy Policy
Both policies state that they do not log your online activity.
Repeat the test after app updates.
PIA’s apps include a kill switch, though RTINGS found it failed their test, like most VPNs they checked. PIA’s policy also collects your email, payment details and location for tax. ZoogVPN documents a kill switch and leak protection.
Test either kill switch by switching Wi-Fi off and on while connected.
Who Each Is For
Both are simple to install and test. It takes only a few minutes to check.
PIA suits big households, torrent users and anyone who wants a court-tested no-logs policy. ZoogVPN suits budget users who want a free start, an EU base and Shadow, and accept no public audit.

Platforms and Streaming

PIA has apps for Apple TV, Android TV and Fire TV plus Smart DNS for consoles, though TechAdvisor found its streaming results mixed. ZoogVPN lists apps for Windows, Mac, iOS, Android, Linux and Fire TV, and its small network gives fewer locations to try.
For TVs and consoles, PIA covers more without a router.
Paying
Card payments are usually the simplest to refund on both services.
