PureVPN vs ZoogVPN compares two low-cost VPNs of very different size. PureVPN, run from the British Virgin Islands, is the only consumer VPN with a KPMG contract allowing unannounced audits at any time, VPN.com notes. Its Standard plan costs $58.20 for 27 months, then $47.95 a year, for 10 devices, with a 31-day refund. ZoogVPN, run by Zoog Services in Patras, Greece, has no public no-logs audit, a free plan of 10 GB a month and a two-year plan of about $59.99.
This guide compares evidence, network, free use, censorship tools, price and fit.
PureVPN vs ZoogVPN on Evidence
PureVPN’s always-on KPMG contract means inspections can happen without notice, VPN.com notes. ZoogVPN has no public no-logs or infrastructure audit, findcheapvpns found in September 2026, though its Android app passed Google Play’s independent security review and its warrant canary was current to August.
A review of one app’s code is narrower than an audit of servers and logging. Our VPN audit tracker compares providers.

Network Size
PureVPN also reached 700 Mbps in VPN.com’s tests, third of 22 providers.
A server closer to you usually means lower ping and faster downloads.
PureVPN runs more than 6,000 servers in over 65 countries, VPN.com counts. ZoogVPN’s network covers roughly 35 to 55 countries, depending on the source, listify notes.
PureVPN’s network gives far more city choices, which helps streaming and speed.
Free Use
PureVPN’s trial renews into a paid plan, so cancel it in time if you do not want to continue.
For maps, email and messaging on the road, ZoogVPN’s free tier is enough. It is not built for long streaming sessions.
ZoogVPN’s free plan gives 10 GB a month on one device, with ads on Android and AES-128 encryption rather than its paid AES-256, reviews note. PureVPN has no free plan, only a $0.99 seven-day trial that becomes a full plan unless cancelled.
For ongoing free use, ZoogVPN is the only option here.
Censorship Tools
Shadow is ZoogVPN’s main selling point for travellers.
At home these tools matter little; they help most on hotel, office or national networks that block VPNs.
ZoogVPN’s Shadow and ZoogTLS protocols target networks that block VPN traffic. We found no comparable obfuscation feature for PureVPN in the sources we read this year.
Travellers to filtered countries should test ZoogVPN’s tools before leaving.
Price Over Two Years
Set a reminder before renewal if you plan to switch.
Introductory prices hide the real cost, so compare renewals too.
PureVPN Standard costs $58.20 for 27 months, then $47.95 a year. ZoogVPN costs about $59.99 for two years, though sources differ on whether that covers 24 or 27 months.
The two are almost level up front; check renewal terms at checkout. Our renewal price guide covers renewals.

Devices, Extras and Jurisdiction
A router running either VPN counts as one device and covers everything behind it.
PureVPN allows 10 devices and sells 10 more, plus port forwarding and a dedicated IP as add-ons. ZoogVPN allows 10 on paid plans in several reviews, while others list unlimited.
Torrent users needing open ports will find them only on PureVPN, at extra cost.
The British Virgin Islands sit outside the EU.
Greece is an EU member, so ZoogVPN falls under European privacy rules.
PureVPN is based in the British Virgin Islands after moving from Hong Kong. ZoogVPN falls under Greek and EU law.
Our VPN ownership guide explains why ownership and base matter.
Who Each Is For
Try the free plan first, then compare.
Both are cheap; evidence and network size decide.
PureVPN suits people who want unannounced audits, a large network and optional extras. ZoogVPN suits budget users who want a free start, an EU base and Shadow for filtered networks, accepting no public audit.
Try ZoogVPN free first; it costs nothing to see whether it is enough.

Trials and Refunds
Ask in writing before any window closes.
PureVPN sells a seven-day trial for $0.99 and refunds new purchases within 31 days, though not renewals or crypto payments. One 2026 review describes a seven-day refund for ZoogVPN, whose free plan also works as an open-ended trial.
Confirm both refund policies at checkout before paying.
Protocols, Kill Switch, Platforms and Payments
At home, the standard protocols on either are fine.
ZoogVPN supports OpenVPN, IKEv2 and L2TP plus Shadow and ZoogTLS, and documents a kill switch and leak protection, findcheapvpns found. PureVPN offers WireGuard, which delivered its best speeds in VPN.com’s tests.
Turn on the kill switch before relying on either.
A router covers devices that lack an app.
PureVPN offers a native Apple TV app and Linux apps with a graphical interface. ZoogVPN lists apps for Windows, Mac, iOS, Android, Linux and Fire TV, and one review notes it accepts Alipay and WeChat Pay.
Check that your devices and payment method are covered before buying.
How We Research
This page draws on VPN.com’s PureVPN review, findcheapvpns’ ZoogVPN safety check, listify’s 2026 VPN comparison, WP Room’s and BestVPNListing’s ZoogVPN reviews and our price tables. We cross-checked these sources against each other, and where they conflict or something can’t be verified, we say so in the text rather than guessing. We checked time-sensitive figures, including prices in US dollars, on 8 October 2026. The main source we relied on is findcheapvpns’ ZoogVPN safety check. Our full approach lives on the About Us page.
