Do you need a VPN for Bangladesh? Using one is legal, Gizmodo notes, and the rules have shifted fast since the July 2024 internet shutdown. A December 2025 ordinance banned shutdowns under any circumstances, The Business Standard reported, but a June 2026 cybersecurity amendment gave the telecoms regulator, BTRC, wider powers to block content and request data. For Bangladeshis abroad, local streaming is the other reason: Toffee needs a Bangladeshi IP, and Bongo blocks known VPN addresses, Gizmodo found.

VPN for Bangladesh: The Short Answer
Legal to use. The law targets speech and content, not the VPN itself, as our Bangladesh legality page explains.
A VPN can’t beat a shutdown. In July 2024 the whole country went offline, with broadband back on 24 July and mobile data on 28 July, Wikipedia records; with no connection at all, no VPN can connect. The 2025 ban on shutdowns is the real protection.

Speech offences were narrowed. The December 2025 ordinance limited speech-related offences to direct incitement to violence, The Business Standard reported. Freedom House noted that the 2025 cybersecurity ordinance still kept content removal, criminal speech offences and surveillance powers.
