NordVPN Russia access has narrowed step by step. NordVPN closed its Russian servers in 2019 after Roskomnadzor demanded access to them, Apple removed its app from the Russian App Store in 2024, and Russia’s DPI systems increasingly detect standard VPN protocols. Russian law 276-FZ also bans using VPNs to reach blocked content.

Why NordVPN Has No Russian Servers
NordVPN’s blog says it received Roskomnadzor’s letter on 27 March 2019, demanding access to any servers in Russia within 30 days. NordVPN refused and shut down all its Russian servers. Tom’s Guide dates the demand to March 2024, which conflicts with NordVPN’s own 2019 post; we follow NordVPN.

NordVPN Russia App Store Removals
TechRadar reports that Apple removed at least 60 VPN apps from its Russian App Store in 2024, NordVPN among them. In March 2026 alone, Roskomnadzor issued 233 removal orders for VPN apps on Google Play. Install NordVPN before arriving if you travel there.
NordVPN Russia Protocols and DPI
SpeedTestHQ notes that Russia’s DPI equipment increasingly detects WireGuard, OpenVPN and IKEv2. NordVPN’s obfuscated servers have been inconsistent inside Russia, according to the same source. NordWhisper is NordVPN’s obfuscation protocol, Tom’s Guide notes, and the one to try first.

Legal Limits
Russian law 276-FZ prohibits using VPN services to access state-blocked content, TechRadar notes, and a 2017 law targets services that explain how to bypass blocks. A VPN encrypts traffic but cannot change the law or remove personal risk.

What NordVPN’s 2019 Decision Means
Roskomnadzor asked for access to NordVPN’s Russian servers in 2019. NordVPN refused and shut them down, its blog says. For users, that has two sides. No NordVPN server sits under Russian jurisdiction. But every connection from Russia now travels abroad, which adds delay.
Nearby locations in Europe keep that delay manageable. Pick the closest country that works on your network, and keep a second one as a backup.
Checklist Before Travelling to Russia
Install NordVPN on every device before the trip. TechRadar reports that Apple removed NordVPN from the Russian App Store in 2024, so you cannot rely on downloading it there. Sign in on each device and save your login details offline.
Test NordWhisper and an obfuscated server at home. Turn the kill switch on, since it is off by default; our NordVPN kill switch guide shows the setting. Note which protocol connects on your home network, then test again on mobile data.
When NordVPN Does Not Connect
SpeedTestHQ describes Russia’s DPI equipment as increasingly able to detect WireGuard, OpenVPN and IKEv2. Standard NordLynx may fail even when the network works. Switch to NordWhisper first, then try obfuscated servers.
If nothing connects, the block may be temporary or network-specific. Try another network, such as mobile data instead of hotel Wi-Fi. SpeedTestHQ rates Proton VPN’s Stealth protocol and Mullvad as more consistent in Russia in 2026, so a second provider is a sensible backup.
Staying Within the Law

Using NordVPN on Mobile Data
Mobile networks and home broadband in Russia can filter traffic differently. A protocol that fails on hotel Wi-Fi may work on mobile data, and the reverse. Test both before deciding that NordVPN does not work. Keep auto-connect off while testing, so you can choose the protocol by hand. Once you find a working combination, save that server as a favourite. It is quicker to return to a known server than to search again. Save the details somewhere you can reach offline.
