PureVPN vs Norton VPN (2026): Unannounced Audits or a Long Refund Window

PureVPN vs Norton VPN compares two budget-friendly VPNs that both now lean on outside audits. PureVPN, run from the British Virgin Islands, is the only consumer VPN with a KPMG contract allowing unannounced inspections at any time, VPN.com notes. Norton VPN, from Gen Digital in the US, has had two no-logs audits, the latest in October 2025, and says they will now be yearly.

This guide compares audits, history, refunds, price, devices, protocols and fit.

Always-On or Yearly Audits

A scheduled audit gives a provider notice; PureVPN’s always-on contract removes that window, since KPMG can inspect on any day, VPN.com explains. Norton’s no-logs policy was audited in 2024 and October 2025, and its Mimic protocol in December 2025, Tom’s Guide reports.

Both now have outside checks; PureVPN’s arrangement is the more unusual. Our VPN audit tracker compares providers.

PureVPN vs Norton VPN on History

PureVPN reportedly handed logs to the FBI in 2017 despite a no-logs promise. Since then it has rebuilt its infrastructure, moved from Hong Kong to the British Virgin Islands and signed the KPMG contract, VPN.com notes. Gen Digital owns Norton alongside Avast, Avira, AVG and CCleaner, and Norton’s policy allows sharing data within the group, Security.org notes.

Read each privacy policy before choosing.

Refunds and Trials

A longer window gives more time to test streaming and speed on every device. Ask in writing before it closes.

Norton gives 60 days for refunds and a seven-day free trial. PureVPN gives 31 days on new purchases, though not on renewals or some payment methods. It also sells a seven-day trial for $0.99 that becomes a full plan unless cancelled.

Norton’s window is twice as long.

Price

Set a reminder before renewal if you plan to switch or cancel.

PureVPN’s Standard plan costs $58.20 for 27 months, then $47.95 a year. Norton Plus costs $29.99 for the first year, Tom’s Guide lists, and Security.org lists Standard at $39.99 for the first year, renewing at $79.99.

PureVPN is cheaper over several years; Norton is cheaper in year one. Our renewal price guide compares.

PureVPN vs Norton VPN on Devices

Count every phone, laptop, tablet and TV before choosing a tier.

A router running either VPN counts as one device and covers everything behind it.

PureVPN allows 10 devices and sells 10 more as an add-on. Norton’s Standard and Plus plans allow five, and Ultimate allows 10.

Households with more than five devices fit PureVPN’s base plan better.

Protocols and Speed

Speed results vary by location, so test from your own connection.

Norton offers WireGuard, OpenVPN, IPSec and its Mimic protocol, which disguises VPN traffic as HTTPS, though its Mac app lacks WireGuard and OpenVPN. PureVPN supports WireGuard and, in VPN.com’s tests, reached 700 Mbps, third of 22 providers.

For speed, PureVPN’s WireGuard results are strong; for filtered networks, Norton’s Mimic is the specialised tool.

Network and Extras

Port forwarding helps torrent clients and home servers accept incoming connections.

If you already pay for Norton 360, check your plan before buying separately.

PureVPN runs more than 6,000 servers in over 65 countries, VPN.com counts, and sells port forwarding and a dedicated IP as add-ons. Norton adds IP Rotation and Double VPN and comes bundled in Norton 360 suites.

Torrent users needing open ports lean towards PureVPN.

Who Each Is For

Both are easy to use. The choice is mostly about audit style, refund length and how many devices you need.

PureVPN suits people who want unannounced audits, 10 devices and low renewals. Norton suits Norton 360 users and anyone wanting a cheap first year, a 60-day refund and Mimic for restrictive networks.

If you already pay for Norton 360, check whether a VPN is included.

PureVPN vs Norton VPN: who should pick which

PureVPN’s Tiers

Most people only need a base tier from either provider.

PureVPN sells Standard, Plus and Max tiers; beyond the VPN, Plus adds a password manager and Max adds data removal, dark web monitoring and a small eSIM allowance, its order page lists. Norton sells Standard, Plus and Ultimate.

Compare the base tiers first, then decide whether extras justify the upgrade.

Linux and Split Tunnelling

Check split tunnelling on the platform you use most before paying.

PureVPN offers a Linux app with a graphical interface and a command-line tool, purevpn-cli, its help pages show. Norton offers split tunnelling on Windows and Android only, without an inverse mode, Security.org and PCWorld note.

Linux users have a clearer path with PureVPN.

Streaming

PureVPN’s large network gives many server choices in popular countries.

VPN.com credits PureVPN with strong Netflix and Hulu support, and Tom’s Guide highlights Norton VPN’s strong streaming unblocking. Both work best on paid plans with a nearby server.

Test the services you use within each refund window, since results change as platforms update their blocks.

How We Research

This page draws on VPN.com’s PureVPN review, Tom’s Guide’s reports on Norton VPN’s 2025 changes, Security.org’s Norton coverage and our price and refund tables. We cross-checked these sources against each other, and where they conflict or something can’t be verified, we say so in the text rather than guessing. We checked time-sensitive figures, including prices in US dollars, on 8 October 2026. The main source we relied on is VPN.com’s PureVPN review. Our full approach lives on the About Us page.
