TorGuard vs Windscribe pits a power-user toolbox against a flexible privacy service. Windscribe, based in Toronto, offers a free plan with 10 GB a month, no device limit and Pro at $69 a year with no renewal jump. It adds Stealth and WStunnel for blocked networks, and its no-logs claim held when an Athens court dismissed charges against its CEO in 2025. Its refund window is only seven days, and void after 10 GB of use, its help article says. TorGuard, run by VPNetworks LLC in the US, has no audit in our table but settled a 2022 lawsuit with film studios without handing over records. It offers port forwarding, dedicated IPs, a SOCKS5 proxy and Stealth. It blocks BitTorrent on US servers and lists $77.99 a year in the App Store.

Privacy Records

Windscribe’s no-logs claim was tested in an Athens court in April 2025, which dismissed charges because no user data existed. A 2021 Ukrainian server seizure also exposed a key but no user data. Windscribe cites a 2024 PacketLabs infrastructure audit; Security.org found no audit of its no-logs policy.

Windscribe sets no device limit on free or paid plans. TorGuard’s limit differs by source: five in its App Store listing, eight on its site, our tables record. A router counts as one device on both.

TorGuard has an OpenWrt app for routers and no tvOS app. Windscribe has apps for Fire TV, Android TV and Apple TV, our tables and its App Store listing record.

Price and Refunds

Windscribe Pro costs $9 a month or $69 a year, with no renewal jump, or Build-a-Plan from $3. TorGuard’s App Store listing shows $12.99 a month or $77.99 a year, and its site lists Pro and Premium tiers with extras. Our TorGuard price guide covers its tiers.

Both refund windows are short: seven days at both, and at Windscribe only under 10 GB of use, the providers’ terms record, against 30 days at most large providers. Windscribe’s free plan softens that, since you can test it at no cost first, on as many devices as you like.

Windscribe offers Stealth, OpenVPN wrapped in SSL, and WStunnel, OpenVPN over WebSocket, even on its free plan. TorGuard offers its own Stealth option and tests a V2Ray proxy in TestFlight, our tables record. VLESS, VMess, Trojan and Shadowsocks are among its modes.

Streaming

Security.org reported Netflix problems on Windscribe. TorGuard’s standard servers fail with Netflix, our TorGuard Netflix guide found, while its Pro plan with a dedicated streaming IP works.
