The bigger story is how fast the law around the internet has changed since the July 2024 shutdown. In December 2025 the interim government approved an ordinance that bans internet and telecoms shutdowns under any circumstances, The Business Standard reported. And in June 2026 a new cyber security amendment gave the regulator more power to block content.

Is a VPN Legal in Bangladesh? The Short Answer
Using a VPN is legal. No law restricts it, and people relied on VPNs during the social media blocks that followed the 2024 blackouts. For everyday uses such as public Wi-Fi, nothing has changed.
The law now bans shutdowns. Section 97 of the Bangladesh Telecommunication (Amendment) Ordinance 2025 prohibits suspending internet and telecoms services, and parliament’s review committee marked it for passage with amendments in April 2026, Gizmodo reports.
Blocking powers grew. The June 2026 Cyber Security (Amendment) Bill lets the regulator, the BTRC, and other agencies block content and request user data from platforms.

Speech offences narrowed. Under the telecoms ordinance, only direct incitement to violence is now a criminal offence under Section 66K, The Business Standard reported.
Critics remain cautious. Freedom House notes that the 2025 Cyber Security Ordinance kept rules on content removal, criminal penalties for online speech and surveillance, despite some positive provisions.
Is a VPN Legal in Bangladesh for Streaming and Banking?

What a VPN Does Not Change

Regulators can ask platforms for data. The June 2026 amendment lets agencies request user data from platforms, which a VPN does not affect. A provider’s own no-logs policy still matters for what the VPN itself keeps.
