Do you need a VPN for Kazakhstan? Using one is legal, and police haven’t arrested anyone for it, Gizmodo notes, but the government blocks many VPN services and websites through court decisions or ministry orders, Freedom House reports. Kazakhstan has also tried three times, in 2015, 2019 and 2020, to make residents install a government security certificate that would let it read encrypted traffic, and browser makers blocked it each time.

VPN for Kazakhstan: The Short Answer
Legal to use, often blocked. The authorities block most anonymising tools, including many VPN websites, though people still use VPNs to reach censored content, Freedom House’s 2024 report found.
Never install a government root certificate. In 2019, providers pushed customers to install the Qaznet Trust Network certificate; Google, Apple and Mozilla blocked it because it let the state intercept and decrypt traffic, The Hacker News reported.

OONI documented interception. Its 2024 study with Internet Freedom Kazakhstan found TLS man-in-the-middle attacks alongside blocks on news, human rights and circumvention sites.
