A common reason to look for a VPN for the UAE is landing in Dubai and finding that WhatsApp calls do not connect. WhatsApp messages work; its voice and video calls do not, and neither do FaceTime or Skype calls, because the UAE’s regulator allows only licensed calling apps. A VPN can route around that block. It is also the one use of a VPN in the UAE that sits in a legal grey area.
This guide separates the three things a VPN does in the UAE: lawful privacy and security, the calling grey area, and blocked content categories, where using a VPN is the conduct the cybercrime law describes. VPN for the UAE: The Short Answer
Using a VPN is legal in the UAE for lawful purposes. Banks and companies run them openly, and the regulator confirmed that in 2016.

For calls, the licensed apps carry no legal risk. BOTIM, C’Me, HiU Messenger and Voico are licensed, and Teams, Zoom, Google Meet and Webex work for business calls, according to Gizmodo.
Three Uses, Three Legal Positions
Privacy and security: lawful. Encrypting your connection on hotel or mall Wi-Fi is an ordinary use, as our public Wi-Fi guide explains. So are reaching your employer’s network and banking from abroad. The regulator’s 2016 statement confirmed companies and banks may use VPN technology.
WhatsApp and FaceTime calls: a grey area. The block comes from regulator policy, not the criminal law, but Gizmodo notes that the regulator has said opening those apps through a VPN may fall under the cybercrime law. Enforcement against individuals appears rare, yet the risk is not zero.
Blocked content categories: unlawful. Using a VPN to reach pornography or gambling, both blocked categories, is exactly the conduct Article 10 of the cybercrime law describes: a masked address used to commit or hide an offence. Calling Home From Dubai
The licensed route is the safe one. BOTIM and C’Me come from the two telecom companies. Venclikovi puts BOTIM at around AED 50 a month. Teams, Zoom, Meet and Webex also work without a VPN.
Many residents use a VPN for WhatsApp calls anyway, and testers report it working. If you do, understand that you are in the grey area described above, and that a kill switch at least stops a call falling back to an unprotected connection mid-way, as our kill switch guide explains.
Which VPNs Work on Etisalat and du
Both providers apply the same block list and use deep packet inspection, which can identify and drop an ordinary VPN connection, Gizmodo explains. Obfuscation disguises the tunnel as ordinary HTTPS traffic. Our obfuscation guide explains how.
Sources disagree on how strict the filtering is. Tegant reported in January that WireGuard works and obfuscation is unnecessary; Gizmodo and Venclikovi say standard protocols are actively blocked and obfuscation is essential. Switch obfuscation on before you arrive and you are covered either way.

Before You Fly to Dubai
Install and log in at home. Venclikovi warns that VPN provider websites are sometimes blocked in the UAE, which makes downloading an app harder once you arrive. Our travel guide covers the preparation, and our ExpressVPN review the provider with a direct Dubai server.
A UAE server is for use from abroad. Its value lies in reaching Emirati services from outside. Gizmodo notes that connecting to one from inside the UAE changes nothing about what you can open. From abroad, it helps with Emirati banking and government portals. For banking apps inside the UAE, keep them off the VPN with split tunnelling.
