Is a VPN legal in Venezuela? No law bans VPNs. But Venezuela blocks the websites of VPN providers themselves: in January 2025, authorities blocked more than 20 VPN sites, including those of Proton VPN, NordVPN and Surfshark, TechRadar reported. By May 2025 the block list also covered X, Signal, YouTube, TikTok, Telegram and 61 independent news sites, Freedom House found.
The legal danger lies elsewhere: in the 2017 Law against Hatred, which carries up to 20 years in prison and which prosecutors have used over social media posts. This page explains both.

Providers carry out the blocks. Each provider implements them on the regulator’s instructions, Azpúrua told Kentik, which is why they vary between networks.
Blocking continued into 2026. TechRadar reported in January 2026, citing Ve Sin Filtro, no significant change to the blocks after Nicolás Maduro’s capture.
The Law That Matters: the Law against Hatred
Passed in November 2017 by the Constituent National Assembly and published in Gaceta Oficial 41,274, the law carries up to 20 years in prison and focuses on online communication, Media Landscapes notes.
Prosecutors have used it against ordinary users. Police detained Olga Mata, a 72-year-old TikTok creator, in 2022 over a satirical video, and prosecutors charged a 16-year-old in February 2025 over a TikTok post, Connectas reports.

Is a VPN Legal in Venezuela for Everyday Use?

Getting a VPN is the practical obstacle, since provider websites are blocked; our travel guide covers restricted destinations generally. So is a VPN legal in Venezuela in practice? Legal, but hard to obtain.
