Surfshark Dubai use is straightforward technically: Surfshark lists servers in Dubai, and its NoBorders mode switches on obfuscation in restrictive networks. TheBestVPN’s August 2026 test measured the lowest speed loss of five providers on Surfshark’s nearest server, 9.1%. The legal side needs more care: UAE law punishes using a VPN to commit or hide a crime, and voice calls through apps such as WhatsApp remain restricted.

What UAE Law Says
Federal Decree-Law No. 34 of 2021, article 10, sets imprisonment and fines of AED 500,000 to 2,000,000 for using a VPN to commit or conceal a crime, uaeexperthub explains. Owning and using a VPN is not banned as such, and a lawyer quoted by Gulf News says VPNs are legal for business use.

Surfshark’s Dubai Servers
Surfshark’s server page for the UAE says some of its servers are in Dubai. Find them in the app by typing United Arab Emirates in the search bar. Surfshark’s page also reminds users to follow local laws when using its service.
SpeedTestHQ notes Surfshark’s UAE and Gulf coverage is more limited than some rivals’, so nearby countries are worth testing too.
NoBorders and Camouflage
SpeedTestHQ says NoBorders detects restrictive networks such as those in the UAE and activates obfuscation automatically. TheBestVPN adds that Camouflage Mode disguises VPN traffic as ordinary HTTPS. Voice Calls
Uaeexperthub notes that WhatsApp, FaceTime, Skype and Viber calls remain restricted in the UAE in 2026, and the Gulf News lawyer says unauthorised VoIP services are illegal. SpeedTestHQ claims a VPN tunnel bypasses the VoIP filtering of Etisalat and du, but that does not make such calls lawful. Use approved services for calls.
